In the coming months SourceUK.net will be considerably expanding the range and depth of the content of the Information Gateway to provide a unique and unrivalled knowledge resource for those dealing with the public service industry.

By building on the success of The Source Public Management Journal, we hope that SourceUK.net and the Information Gateway will become a first point of reference for people seeking information about the public sector, including public service managers and public sector employees.

The "Information Gateway" is simply another channel to non exclusive pan-governmental reference material, but the mission for SoureUK.net will be to catalogue for our users information and knowledge resources from a wide variety of organisations by topic and currency.

CCTA - Central Computer and Telecommunications Agency

Best Practice Division - helps its customers improve their businesses through effective use and good management of IT. In particular, it is concerned with developing CCTA's knowledge base and for researching and articulating IT best practice. The division manages CCTA's work programme in support of the Modernising Government White Paper.



What is the GTC?

CCTA, the Central Computer and Telecommunications Agency, has launched the Government Telecommunications Contracts (GTC) Services. There are currently 28 providers across the 15 service categories, some of which are featured within the Information Gateway. GTC is a series of framework contracts for the provision of telemetric infrastructure services. Predominantly based on telecommunications and value added network services, these frameworks provide the benefits of aggregated procurement power to obtain value for money and the provision of services under government terms and conditions.

GTC Services are currently arranged in 15 Service Categories, including network services such as WAN, LAN, PSTN, Cabling, Mobile, Paging and Internet services. In addition there are value-added services such as Maintenance, Network Management, Video-conferencing, Bureau (including call centres), E-commerce, EDI, News and Web hosting services. To ensure a long term strategic approach the suppliers and service categories will be refreshed periodically.

GTC is a Modern Procurement for Modern Government. The government's Modernising Agenda has set a wide range of challenges for the whole of the public sector. This major change programme will increase need for the telemetric services that lie at the heart of modern business systems. In the public sector the increased tempo of both technical and commercial change requires a more flexible approach to the procurement of telemetric services. GTC contracts can deliver the infrastructure on which government will be modernised.

This is e-government: a strategic framework for public services in the Information Age. It fulfils the commitment in the Modernising Government White Paper to publish a strategy for Information Age Government. It focuses on better services for citizens and businesses and more effective use of the Government's information resources. Implementing it will create an environment for the transformation of government activities by the application of e-business methods throughout the public sector. The strategy challenges all public sector organisations to innovate, and it challenges the centre of government to provide the common infrastructure which is needed to achieve these goals. The strategy is endorsed by the Information Age Government Champions.

Whilst many people know that it is a Government award scheme that recognises and encourages excellence in public service delivery its power as a quality improvement tool focusing on customer service and service delivery is not so widely known. Established in 1890, CSIS has no shareholders and is a non profit-making Society controlled by a Committee of Management, comprising representatives of Civil Service Departments and Unions. All profit is donated to Civil and Public services charities.

CSIS' policies and services are available exclusively to serving and retired Civil Servants and other Public Service employees, such as Post Office, National Health Service and Local Authorities. Included are Government Agencies or privatised bodies, which were formerly part of the Civil Service, such as BT, Civil Aviation Authority, the Stationery Office etc. Spouses and retired personnel also qualify.
